Why do some documents have volume and page numbers while others have document numbers?

Some documents don’t have volume and page numbers because the county stopped storing documents in physical volumes before those documents were processed. Since documents are no longer stored in books, they are given individual document numbers when they are stored. Advanced Search allows you to search by document number and by volume and page.
